Phone Verification, Suppression & Regulatory Screening
LastDatabase applies a delivery-time phone screening workflow to supported
customer phone-data transactions. The workflow separates technical phone
validation from suppression and regulatory screening so that a technically
valid number is not automatically represented as legally contactable.
These controls are used as delivery safeguards. They do not replace the
buyer's responsibility to determine the lawful basis, consent requirements,
permitted communication channel and other rules applicable to a campaign.
1. Country Context
Available country information is used to interpret national and
international phone-number formats.
2. Technical Validation
Phone structure is evaluated using country-aware numbering metadata
before a record can proceed through the delivery workflow.
3. Suppression & Opt-Out
Internal suppression controls are applied so records subject to
applicable stored suppression or opt-out restrictions can be excluded.
4. Regulatory Screening
Where a supported regulatory screening route is available, the
number can be evaluated against the applicable screening workflow.
Country-Aware Phone Verification
Phone numbers appear in different national and international formats.
LastDatabase's delivery workflow uses available country context when
interpreting a number. Supported numbers are normalized to a canonical
international format before subsequent regulatory processing.
Technical verification can evaluate whether the number is structurally
possible and valid for the relevant numbering plan. Where available from
numbering metadata, the workflow can also identify the number's region,
calling code and general number type.
E.164 Phone Normalization
Supported phone records that pass technical processing are normalized to
E.164 format for consistent downstream screening. Normalization helps avoid
treating different written versions of the same telephone number as
unrelated identifiers.
Technical validity is not presented as proof that a number is currently
assigned, reachable, owned by a particular person, or legally available
for a specific marketing communication.
Suppression and Opt-Out Enforcement
Suppression is evaluated separately from phone-format validation. A number
can be technically valid while still being unsuitable for delivery because
of an applicable suppression or opt-out condition.
LastDatabase maintains data-rights and suppression workflows for valid
objections, opt-out and removal requests. Customers should also maintain
their own suppression records and honor opt-outs generated through their
campaigns.
Regulatory Screening Outcomes
Regulatory screening is intentionally fail-aware. An unavailable registry,
missing authorization or unsupported jurisdiction is not converted into a
false regulatory clearance.
CLEAR
The configured screening workflow returned a clear result within
the scope of that screening check.
BLOCKED
The screening workflow returned a blocking result. The record is
excluded from the applicable delivery flow.
UNKNOWN / REVIEW
The system could not establish a definitive regulatory result.
This status is never represented as CLEAR.
NOT APPLICABLE
The configured regulatory screening does not apply to the evaluated
jurisdiction or workflow.
A CLEAR result describes the result of the configured screening step.
It is not a blanket statement that every possible law, consent requirement
or campaign-specific obligation has been satisfied.
Do-Not-Call and Jurisdiction-Specific Screening
Telephone marketing rules differ between countries and can also differ by
communication type, region and customer authorization. LastDatabase's
regulatory architecture is designed to route supported screening according
to jurisdiction rather than treating a single database as a universal
worldwide do-not-call registry.
Regulatory availability can therefore vary by country and customer
authorization. When a required screening source cannot provide a definitive
result, the workflow preserves an UNKNOWN or REVIEW state instead of
claiming that the number is clear.
Compliance at Delivery Time
The phone delivery safeguards are applied close to the point at which
records are released. This helps prevent an earlier search result or
database count from being treated as a permanent compliance decision.
The same reusable phone-delivery screening policy is applied to supported
customer delivery paths, including selected phone-record purchases, free
sample phone downloads and bulk phone-order downloads.
-
Technically invalid phone records are excluded from the applicable
delivery flow.
-
Records with a definitive BLOCKED regulatory result are excluded.
-
CLEAR records can continue through the applicable delivery process.
-
NOT APPLICABLE results can continue where that screening requirement
does not apply.
-
UNKNOWN or REVIEW results are not described as regulatory clearance.
Search Results, Verification and Delivery
Search inventory represents records matching the selected filters.
Matching inventory and final delivery eligibility are different concepts.
A record that appears in matching inventory can still be removed from a
delivery batch when a later suppression, technical-validation or definitive
regulatory-blocking condition applies.
This distinction allows LastDatabase to preserve source data while applying
delivery safeguards without rewriting the underlying phone dataset.
Bulk Phone Delivery and Replacement Records
Bulk phone delivery processes records from a frozen order snapshot.
When an individual candidate is excluded during delivery screening, the
delivery process can continue scanning later matching records within that
snapshot to seek an eligible replacement.
Delivery accounting is based on records actually allowed into the delivery
output. Excluded candidates are not counted as delivered records.
Bulk Delivery Shortfalls
A filtered search can contain more matching source records than ultimately
qualify for delivery. If the frozen source snapshot is exhausted before the
requested eligible quantity is reached, the delivered quantity can therefore
be lower than the original matching inventory.
LastDatabase keeps delivery counts separate from matching inventory so a
rejected record is not represented as successfully delivered.
10,000 Records per Buy All Transaction
For the current customer Buy All workflow, a single transaction is limited
to a maximum of 10,000 matching records. When a search contains more than
10,000 matching leads, the customer interface identifies the transaction as
purchasing 10,000 records from the larger matching result.
The 10,000-record transaction limit does not change the total number of
records matching the search. It limits the quantity created for that Buy All
order.
What Phone Verification Does Not Guarantee
Phone verification and regulatory screening should be interpreted according
to their specific scope. They do not independently guarantee that a number
will answer, that a particular person still controls the number, that every
carrier attribute is current, or that every possible use of the record is
lawful.
Buyers remain responsible for evaluating their purpose, audience, consent,
calling or messaging method, jurisdiction, internal suppression obligations
and any additional laws or contractual requirements that apply to their use.
Responsible delivery principle
Technical validity, suppression status and regulatory screening are
separate controls. LastDatabase does not treat a technically valid
telephone number as automatically cleared for every marketing use.
Consumer Phone List Questions
Common questions about finding, evaluating, purchasing and responsibly
using consumer phone and mobile-number data.
What is a consumer phone list?
A consumer phone list is a structured dataset containing phone or mobile contact information associated with consumer audiences, locations or categories.
What does double opt-in phone data mean?
Double opt-in describes a consent process where an initial signup or permission is followed by an additional confirmation step. Buyers should still review the consent scope and rules applicable to their intended use.
Is LastDatabase consumer phone data double opt-in?
LastDatabase represents its consumer phone datasets as sourced from double opt-in consumer data. Dataset characteristics and available fields can vary between packages and markets.
Does double opt-in automatically make every marketing campaign GDPR compliant?
No. Compliance depends on factors including jurisdiction, purpose, lawful basis, consent scope, transparency, communication channel, suppression requirements and how the buyer processes the data.
Can I search consumer phone data by country?
Yes. Search by country or browse country-focused phone packages to research available consumer audiences in a specific market.
Can I search phone data by consumer category?
Yes. Available categories can help narrow consumer phone datasets to audiences that better match a campaign or research requirement.
What fields can consumer phone records contain?
Fields vary by dataset and may include phone number, country, geographic attributes, consumer category and other available segmentation information.
Can I buy selected phone records?
Where supported, customers can select a smaller segment of available records instead of purchasing an entire database.
Can consumer phone data be used for SMS marketing?
Only where the intended SMS activity complies with the consent, privacy and electronic communications requirements that apply to the recipient, jurisdiction and campaign.
Can consumer phone data be used for marketing calls?
Telephone marketing rules vary by jurisdiction and call type. Buyers must determine whether the intended calls are permitted and apply relevant do-not-call and suppression requirements.
Do I need to check do-not-call lists?
Where applicable, buyers should screen against relevant national, regional or internal do-not-call and suppression lists before contacting individuals.
How should opt-out requests be handled?
Valid objections and opt-out requests should be respected promptly. Organizations should maintain appropriate suppression records to prevent unwanted repeat contact.
Can I use consumer phone data in Europe?
European campaigns require careful assessment of GDPR and applicable electronic communications rules. Requirements can differ depending on country, purpose and communication method.
Can I use phone data for campaigns in the United States?
US campaigns can be subject to federal and state requirements concerning telephone and text marketing. Buyers should evaluate the rules applicable to their campaign before contacting consumers.
Can phone data support customer acquisition?
Consumer phone data can support audience research and customer-acquisition planning when the selected audience is relevant and the intended contact method is permitted.
Can phone data be used for market research?
Phone datasets can support audience analysis and market research, subject to applicable privacy requirements and the permitted use of the selected data.
How current is consumer phone data?
Phone numbers and consumer information can change over time. Customers should review package information, data-quality guidance and available samples before use.
